A reform that focuses on professional activity

The minister also mentioned an assumed objective of the project: to strengthen the incentive for professional activity. He reminds us that for the same composition, "a working household must receive more than a household relying solely on aid". This orientation, already mentioned in previous announcements, is sparking discussions among the organizations consulted, some calling for its effects on real situations to be precisely measured.
The first analyses of parliamentarians
As early as July, the deputies in charge of studying the project had recalled that this single social allowance would not constitute a total merger of aid, but rather a harmonisation of the calculation rules and a change in the scales. Depending on the scenarios presented, the reform could lead to a reduction in the poverty rate of between 0.6 and 1.1 points.
However, the parliamentarians insisted on the need to guarantee that no low-income household sees its standard of living decrease once the reform is implemented, whether they are employed or not. They also called for an in-depth evaluation of its concrete effects on the public concerned.
